Certificate of Origin for Titanium Dioxide: What Buyers Should Verify
A Certificate of Origin certifies the origin of the goods identified in the document. Depending on the applicable procedure, the relevant evidence may be a preferential certificate or proof, a non-preferential Certificate of Origin, or another permitted proof or declaration. Destination, rules of origin and consistent transaction documents still determine how that evidence is used.

Which Origin Evidence Is Relevant?
Start with the intended use of the evidence and the destination. There is no single origin document that fits every transaction.

The existence of a certificate alone does not decide a preferential or customs outcome. The applicable rules and the consistency of the import and supporting documents still matter. Royal Malaysian Customs Department guidance explains these general distinctions and conditions.
What Determines the Right Evidence?
Use these four details to narrow the request:
- Destination. Identify the country or customs territory where the goods will be imported.
- Intended use of the evidence. State whether the request relates to a preferential claim, a non-preferential origin requirement or another review need.
- Applicable arrangement or procedure. Name the trade agreement, preference scheme or requested form if it is already known.
- Transaction context. Provide the exact Product Grade and any available order, invoice or shipment reference so the request can be connected to the correct goods and documents.
On the request form, add the destination, intended evidence use, known scheme or requested form, and any appropriate non-confidential order, invoice or shipment reference in Additional Requirements. Country / Region is for your company location.
Details describing the goods should be consistent across the origin evidence, import declaration and supporting documents such as the invoice, bill of lading and packing list.
Origin Evidence and Traceability Answer Different Questions
Origin evidence addresses the origin of identified goods under the rules and procedure relevant to a transaction. Traceability connects product, batch, order or shipment records within a supply and quality process.
One does not automatically establish the other. If your qualification process needs both origin evidence and traceability information, describe each need separately in your request.
Prepare Your Request
Before opening the request form, gather the information you have:
- the IKHLAS Product Grade;
- the destination;
- the evidence type, trade arrangement or requested form, if known;
- an order or shipment reference, if available; and
- any additional document types needed for the same Grade.
You do not need to know every detail before starting. Add the information available to you in Additional Requirements, including what your importer, customs broker or internal review requires.
The request form accepts one Product Grade per submission and more than one document type. If you are reviewing several Grades, submit a separate request for each Grade. You can begin without a preselected Grade, but you must select one before submitting.
Submitting the form sends your information for review. Document availability and applicable scope are confirmed during that review; submission does not confirm certificate issuance or a customs outcome.
