Brazil Titanium Dioxide Anti-Dumping Duty: Current Measure, Scope and Rates

As checked on 7 September 2026, Brazil’s MDIC measures-in-force index lists a definitive anti-dumping duty on the specified rutile titanium dioxide product originating in China. Resolution GECEX 802/2025 sets four producer/exporter bands, and the official index lists the measure through 24 October 2030, subject to later official decisions.

A separate public-interest evaluation is in progress. The checked MDIC and DECOM pages did not show a later final decision suspending, changing or ending this titanium dioxide measure. This is a dated official-source finding, not a duty or customs decision for a shipment.

When checked on 7 September, the MDIC in-force index still listed the definitive titanium dioxide measure for China through 24 October 2030. The current public-interest page still displayed Circulars 21 and 82, and no later final titanium dioxide public-interest decision was located in the MDIC, DECOM, GECEX and Diário Oficial entry points checked for this update.

Written product scope and exclusions

The official product description covers rutile titanium dioxide pigments and preparations containing at least 80% titanium dioxide by dry weight, in the physical forms and particle sizes described in the proceeding, when originating in China.

The measure commonly references NCM 3206.11.10. Resolution 802 says that classification is indicative and does not bind the scope of the anti-dumping measure. A code alone cannot establish whether a shipment is covered.

Two exclusions require separate checks:

  • Anatase: titanium dioxide of the anatase type, commonly classified under NCM 2823.00.10, is outside the written rutile product scope.
  • Ex-001: Resolution 802 excludes the following narrow product under NCM 3206.11.10: rutile pigment containing 82% to 94% TiO2 by weight, surface treated, with P2O5 at least 1.2%, SiO2 no more than 0.4%, ZrO2 no more than 0.1%, an isoelectric point from pH 6.5 to 8.1, and intended specifically for base papers used to manufacture melamine decorative laminates.

The Ex-001 exclusion depends on the complete technical description. It is not a general exclusion for all paper uses, all surface-treated rutile, all goods under NCM 3206.11.10 or all titanium dioxide with an ordinary-tariff concession.

Four definitive duty bands

Resolution 802 expresses the duty as a specific amount in US dollars per tonne. All four bands below carry the written China-origin condition. The legal table uses a combined Producer / Exporter field, so the exact legal entity and its role in the transaction must be checked against the current Resolution 802/850 chain.

Resolution 850 removed Siegwerk Druckfarben AG & CO KGAA from the named producer/exporter list. When checked on 7 September 2026, the MDIC measure detail page still displayed the older name, so do not use that page’s long list without the later resolution. Removal from the list does not, by itself, tell this page which band or treatment applies to a particular shipment.

A group name, brand, supplier name, related-company relationship or rate amount alone is not enough to establish a band. This page does not identify the producer/exporter for a buyer, decide whether a name matches the current legal list or calculate a duty amount.

Public-interest evaluation: a separate open procedure

The public-interest evaluation began on 27 March 2026. Circular 82 extended its phases, and the MDIC page lists 4 September 2026 as the final-submissions deadline.

The deadline does not suspend, reduce, maintain or terminate the definitive duty. A later official decision would need to be read on its own terms. No such final titanium dioxide decision was located in the official MDIC/DECOM/GECEX/DOU entry points checked on 7 September 2026.

The Ex-001 record has an ordinary import-tariff history and a separate anti-dumping exclusion. Those are different legal questions. This page does not state a current ordinary-duty percentage, confirm an Ex-tarifário entitlement or combine duty, tax, freight and customs value into landed cost.

TiO2 Malaysia supplies Malaysia-origin titanium dioxide. That commercial origin statement does not, by itself, determine Brazilian customs origin, classification, preference, exemption, anti-dumping treatment, tax or a zero-duty result for a shipment.

Prepare shipment-specific inputs before checking treatment

Ask the importer, broker, compliance, finance and product teams to assemble:

  • the exact product name, grade, rutile or anatase form, TiO2 content on a dry-weight basis, physical form, particle-size information, surface treatment and intended use;
  • the proposed NCM classification and the basis used for it;
  • non-preferential origin evidence and the basis for the origin declaration;
  • the manufacturer, producer and exporter’s exact legal names, addresses and roles;
  • country of manufacture, country of export and the supply-chain records connecting the parties;
  • technical evidence for every Ex-001 characteristic if that narrow exclusion is being considered;
  • commercial invoice, purchase, transport and import-declaration records;
  • quantity in tonnes, customs value, currency and relevant shipment/import dates; and
  • the current Resolution 802/850 text, any later GECEX or public-interest decision, and current ordinary tariff/tax entries.

Use the complete facts with the current official texts. A supplier location, group name, NCM, product label, country of export or invoice statement in isolation does not determine the result.
