UK Rutile Titanium Dioxide: Active AD0086 Investigation and Import Registration

As checked on 13 September 2026, the UK Trade Remedies Authority lists AD0086 as an active dumping investigation into specified rutile titanium dioxide goods originating in China. HMRC has also been directed to register the specified imports from 27 March 2026.

Registration records imports for a possible later decision. It does not by itself set or charge an anti-dumping duty rate. The checked current official sources did not publish an AD0086 provisional or definitive anti-dumping amount.

AD0086 began after an application alleging dumping and injury. An active investigation means the TRA is examining those allegations; it is not a finding that dumping or injury has occurred.

Written goods scope and registration codes

The investigation and registration notice describe goods that meet all of these written elements:

  • rutile titanium oxides in pigments and preparations based on rutile titanium dioxide;
  • containing 80% or more by weight of titanium dioxide, calculated on the dry matter;
  • having all types of particle size, classified under Chemical Abstracts Service Registry Numbers 12065-65-5 and 13463-67-7;
  • with a titanium dioxide crystal structure of the rutile form; and
  • originating in the People’s Republic of China.

The notice places the goods under commodity headings 28230000 and 32061100 and lists these UK commodity codes:

2823000010, 2823000030, 2823000080, 2823000083, 3206110010, 3206110030, 3206110080, 3206110085.

For registration, the notice identifies additional code 8A60 for the specified goods. It excludes titanium dioxide with an anatase or brookite crystal structure and identifies additional code 8A61 for those exclusions.

These codes and descriptions are checkpoints from the notice. They do not decide the classification, non-preferential origin or treatment of a particular shipment without its full facts.

Registration is not a duty rate

The registration notice describes a possible later consequence only if a definitive remedy is implemented. In that event, the definitive measure would determine any amount, and registered goods could become liable from a date up to 90 days before implementation of any provisional remedy.

That wording does not establish that a definitive remedy will be imposed, that collection will be retrospective, or what any amount would be.

The investigation period is 1 January to 31 December 2025. The injury period is 1 January 2022 to 31 December 2025. These are the TRA’s evidence periods, not the start dates of a duty.

Prepare the shipment inputs before checking treatment

Ask the importer, broker and product team to assemble:

  • the exact product name, form, crystal structure and dry-matter titanium dioxide content;
  • the proposed UK commodity code and the basis used for it;
  • the non-preferential origin evidence and the producer/exporter details;
  • the shipment, entry and import dates;
  • the additional code being declared and why it applies;
  • the destination and declaration route: Great Britain or Northern Ireland;
  • for a Northern Ireland movement, the relevant at-risk/not-at-risk facts and authorization context; and
  • the purchase, invoice, transport and customs-entry records needed to support the declaration.

Use these facts to check the current official tariff and case notices. Do not infer a result from a supplier location, trade name, route, commodity code or additional code in isolation.

TiO2 Malaysia supplies Malaysia-origin titanium dioxide, but that commercial product-origin statement does not by itself determine UK non-preferential origin, AD0086 scope, tariff preference, exemption, VAT or a zero-duty outcome for a shipment.
